Dr Sharon Hope Irwin urges Federal Minister of Families, Children and Social Development to make quality childcare inclusive and universal

Dr. Sharon Hope Irwin, Senior Researcher and Execute Director of SpeciaLink has urged Minister Duclos to take an inclusive approach when negotiating a federal/provincial/territorial framework agreement on early learning and chld care.

In her letter to Minister Duclos, Irwin draws on evidence to explain that funding targeted to only the lowest income earners cannot be expected to have good outcomes.  She also says a “vigourous research and development component must be funded, with attention to quality and inclusion of children with disabilities.” She offers her expertise as well as a reliable Canadian tool for measuring inclusion quality in child care and early education programs as resources in the development of such a program.
